Education Cabinet Secretary (cs) Prof. George Magoha on Friday suffered a blow. He was stripped off human resource powers over a slur against an official in Uasin Gishu County recently.
”Education principle secretary Dr. Belio Kipsang shall handle all human resource matters until further notice.” Said Public Service Commission (PSC) Chairman Stephen Kirogo, in a circular.
The general letter informs the roles related to the Authorised Officer in view of the recent incident in the Ministry of Education. The Commission has in the meantime withdrawn the delegation of its powers and functions from the Cabinet Secretary, Prof. George A. O. Magoha, CBS, and delegated the said powers to the Principal Secretary for Early Learning and Basic Education, Dr. Richard Belio Kipsang, CBS with immediate effect,” read the circular addressed to chairpersons of Public Universities Councils.
The PSC boss, in a statement to the press through the commission’s Communications Director Browne Kutswa, termed Prof. Magoha’s actions towards the official as “undignified and unwarranted.”
“Mr. Kirogo also noted that the move was in the exercise of the Commission’s powers and commitment to protecting public servants against undignified and unwarranted attacks,” read the letter.
What’s Expected from CS
Authorized Officers exercise delegated powers and functions of the Public Service Commission. Furthermore, this is the management of human resources under their purview. However, Cabinet Secretaries as Chief Executive Officers of Ministries and State Departments also designated as Authorized Officers.
It further added: “In the circular, the Commission calls upon Authorized Officers to act in a manner that is consistent with provisions of the Constitution, applicable statutory requirements, regulations, policies, guidelines and manuals for effective management of the public service including public Universities.
Prof. Magoha embarrassed Uasin Gishu County Director of Education Gitonga Mbaka by referring to as an “idiot”. This came under heavy criticism after a video of him.
(KUPPET) Secretary-General Elijah Maiyo also asked the CS to apologize over the saga.
CS embarrassed teachers by asking them to collect rubbish and mess resulting from ongoing construction in school. He insulted the County director in front of students, parents, teachers, and visitors. This is wrong and will not be tolerated,” Maiyo stated.
